If I were in possession of a mainstream set of ethics (which I am not, leaning more towards antinomianism, despite its obvious dangers), I'd say that your flash fiction is an astute commentary on the tension between the right to privacy and the desire to avoid harm to society.
Also, you are, of course, aware that an artist is always found in their art, no matter how much they protest otherwise... ;-)

Bolter was surveilling the captain without authorization. There were other crimes too, probably, but I'm not privy to that information.
